Why Needs Analysis?
With apologies to my fellow pacifists, we can think of organizational learning as the secret weapon. Only with target recognition and careful aim, can we expect to hit a target. Needs assessment identifies target, scope, risk. It offers our best hope for hitting the target.

Insufficient or ineffective needs assessment is a primary factor in poor learning return on investment (ROI). We can perform this assessment effectively without fanfare. All too often budgets for NA are insufficient.

The greatest risk comes when training programs simply fill manager requests without this assessment. Few managers are qualified to perform needs assessment, so training will often address an imaginary problem or address an invalid root cause. Failing to assess change issues it may make matters worse rather than better. Effective training is an investment, ineffective training is more than expense.
